Just wondering if it was an active decision not to include a rename/move feature in the cloud storage module and if so what the reasoning was. Any insights helpful.

Hm. I am only getting file access errors if I want to move/rename files, both in graphical file managers or bash cli. Wanted to ask this too, this functionality seems to have gotten lost in some migration tasks quite a long time ago.
Though I see there are more important and central features to HZ and did not want to nerve someone who should do way more important work. Unfortunately I have not found any access point for my bloody beginner knowledge status with PHP to fix it myself.

I sincerely hope my "barrage" of notes isn't taken as in any way a demand. If anything they are a "note to self" or a request for explanation/whatever "dev notes" on the topic may exist. That way if I ever do have a chance to work on it or if someone else sees it and has the ability to pitch in, we aren't spinning our wheels with solutions that have been considered and rejected for good reason.
So, wherever possible - my questions should always be considered knowledge transfer requests, not in any way a demand for remedy.

Probably the best would be to use an existing file manager software as an hubzilla app instead of reinventing the wheel by improving the functionality of the existing (but very basic) one. I think there isn't even the need to scrap the existing one as it works fine for people not really using the files feature much, but as an alternative something like Nuage could be implemented on top:

Actually turns out that Nuage these days depends on Golang components it seems and thus is unsuitable for integration in HubZilla :(
I looked a bit further and while not super pretty (I guess all a question of the CSS theme though...) this looks function wise pretty cool. It even includes an awesome Markdown editor and is already all set up for php integration:
